Here's a classic example of a post where we could sure use some more information:
- does it happen in all apps, or just some?
- make/model of mouse
- your OS
- extended or 3rd party mouse driver in use
You could start by looking in Control Panel...Mouse (or 3rd party equivalent). Also make sure no Accessibility features are inadvertently enabled (if applicable).
If the problem is app-specific, check its setup/configuration features.
