Thanks for the response, Al. I think the most relevant question is the OS, which is Win98.
Happens in all apps
Mouse is MS Ps/2 mouse
Os Win98 SE
No 3rd party mouse driver in use
And yes, I did look in control panel and play with accessibility, and nothing seemed to fix it.
I strongly believe that this is a "feature" of windows with a setting, because I do recall seeing it before on other machines, and the behavior is very consistent and seems like the annoying kind of useless feature windows would have.
