Mike,
I don't quite know what to say. The first time in my life somebody from Microsoft has ever answered one of my questions, and he tells me to read TFM.
My post indicates clearly that I put it in the scripts directory, and reset the server to clear it from memory, and got the error 500-Internal Server Error.
Thank you for the link, but I have MSDN, and the link you gave me was where I started when I put in "FOXISAPI" into the index search (I have found after 20 years of programming that it is always a good idea to start by R'ing TFM). The instructions in MSDN are simple. They tell you exactly where to put the files and what to do. I followed them and it did not work. Since everyone else follows them and they do work, then I must assume that either a) I have configured my machine in some way as to prevent these normal operations, or b) there is some known issue with Windows 2000. Since the documentation mentions neither of these issues, I came here, as I often have, because the many people here whom I have great respect for often know of esoteric details that can mess you up if you don't know about them.
Again, since the instructions are simple and pretty much "no fail," I have to conclude there is something in my environment that I have done that is stopping this simple operation. I remain hopeful that somebody might be able to point me along some paths that I can explore.

>You didn't RTFM, did you? :-) The DLL goes in the
Scripts directory, not WWWROOT, and you need to modify the URL to reflect that. For instance,
http://localhost/scripts/foxisapi.dll/foxweb.server.delay?30. Check out
this link. Follow those instructions to the letter, and I'll bet it will work.
