You didn't RTFM, did you? :-) The DLL goes in the Scripts directory, not WWWROOT, and you need to modify the URL to reflect that. For instance, http://localhost/scripts/foxisapi.dll/foxweb.server.delay?30. Check out this link. Follow those instructions to the letter, and I'll bet it will work.
