Well, as I said before, I would feel that I did my part and that is all I can do. The boss seems to have other priorities and it is always more practical to make the boss' priorities your priorities too.
I don't have all background information and we can't get into that here. *You* seem to feel it is important to have your suggestions implemented, or at least you seem to take it as a form of insult if they are not implemented. I admit that I LIKE to have any suggestions that I make implemented too, but I certainly don't let it get to me if they are not. I console myself with having tried and I forget about it and move on. It never stops me from trying the next one either.
The most I can suggest is that...
1) if this is critical to your mental health *AND*
2) if the market in your locale is good
...then find another job and ask about their policy on implementing suggestions. BUT I would guess that even if they say they welcome suggestions it is another matter to get them implemented. After all, they probably represent an intrusion to existing plans and deadlines. The best alternative might be to find a job doing MAINTENANCE, but most people dread that idea with even more passion than you have for your suggestions.
