I may even re-boot, but it would not help me a bit, if another user works with JobControl right now. All our applications are reside on the server. If somebody opens JobControl, runs DataDict, then runs another application, I now can not re-compile DataDict on the server unless another user will leave the system too.

I may try a slightly different approach: I will work on my local drive, re-build application there, then move it across. But I have to syncronize my local drive with server drive first, which is also a long proccess. It's really tough to keep them in sync, though George Tasker showed me a VB script once to copy files from one drive to another, but I don't remember the thread to search.
If it's not broken, fix it until it is.
