The high-level decision makers that you speak about listen to dribble and crap spewing from organizations such as The Gartner Group. They attend conferences with people in similar positions and want to appear to be envogue, so they spit forth the latest buzz words, saying things like "we're using VisualHalf-Baked for our new XML-based web services model", when in reality, they don't know crap about what they are talking about.
