Actually this code works but I'm not sure if it is still unique?

SELECT TO_NUMBER(TRANSLATE(sys_guid(),'ABCDEFGHIJKLMNOPQRSTUVWXYZ','00000000000000000000000000')) FROM DUAL;

I suppose unique enough?
