Between those two, Visual FoxExpress. No question. I believe ProMatrix is considered more of an application compiler than a OOP framework.

I actually bought ProMatrix and switched to VFE.

VFE has great support and lots of training options. However, to be fair, you should also look at Mere Mortals, VisualMaxFrame and some of the others:
