This behaviour by design (see "refreshsource" method of _webbrowser4).
My suggestions to retrieve HTML source:
1. Use "view-source" to open default editor with source code:
"view-source:http://www.microsoft.com/ie40.htm".
2. Locate source file in local cache folders.
3. Retrieve content from web again using other tools, such as West-Wind.
