I had a similar problem on Win98 and tracked it down to a utility called FindFast. I *think* it installed with Office.
In any case, once I found it and set its options to 'never' (or maybe some very long interval) it stopped. I also noticed *no* impact otherwise (still not sure exactly what it was doing for me).
