As it turns out, it was indeed Norton that was causing the problem. I'm thinking they have to fine-tune their file exclusion settings so that it doesn't happen.

Even so, I am still curious if anyone knows of the opportunistic locking setting on NT Server since I remember that being an issue a couple of years ago for me.
