We have done that. If you just load vfp and from
command window issue 'report form ????? preview' does it
even use print driver at that point?

I have two users that are having this problem.
The fact that it prviews wrong and prints wrong is what is throwing
me. Since report form (.fr?) is fine and the dbf that is used in report
is fine it seems like the PCL driver and the video driver would be bad
but since I have reinstalled hp driver to no avail it has left me stumped.
