In some defense of the boss, I will say that it is addictive and I spend a certain amount of time (won't say how much) checking stuff out that has nothing to do with a current problem or even relevant to the department's projects. For us (me and some co workers), whenever we go onsite and/or offsite to work with a team, we require every developers who work on the project to have permanent access to the Internet - high speed and to know their way around to look for support (other sites and UT). I think that's a minimum. Answers to specific issues should be delivered fast and those tools are essential for any team now.
