Should I do it all in VFP and store pdf pages in a general field or try and do it as a web page? Any thoughts on this will help me figure how to start this project. I would like to not have to install the program on all the pc's in the network... some don't have internet connections...

Use the HTML Help compiler, to create help files like the one VFP 6 uses (CHM extension). Included in Visual FoxPro 6; latest download from http://msdn.microsoft.com/library/default.asp?url=/library/en-us/htmlhelp/html/vsconoverauth.asp.

Use FrontPage Express (included with IE5, but, I think, not installed by default) to edit HTML pages. You can also use MS-Word - I don't recommend this.
