Use the HTML Help compiler, to create help files like the one VFP 6 uses (CHM extension). Included in Visual FoxPro 6; latest download from
http://msdn.microsoft.com/library/default.asp?url=/library/en-us/htmlhelp/html/vsconoverauth.asp.
Use FrontPage Express (included with IE5, but, I think, not installed by default) to edit HTML pages. You can also use MS-Word - I don't recommend this.
