Hello again.

There is a setting in Control Panel/Internet Options, Connection tab. Switch to 'Never dial a connection' or to 'Dial whenever a network connection is not present'.

I think you have right now 'Always dial the default connection selected'.

P.S. I hate to be bull-headed, but I really think that is a setting problem on your computer.
