Cannot connect to ORACLE after IP address change

Hi Mark,
It's ORACLE 8.0.5, not personal oracle. I have checked the listener.ora and found nothing wrong with it. We have 2 oracle server, one for production, one for development. I installed oracle in a BDC for the development server. I installed production server in a stand alone server. After changing IP adresses, I tried to connect to the development server by doing test with net easy config *ON THE SERVER ITSELF* with SUCCESS. But, I cannot connect to the server from other terminal. While in production server (stand alone), I can not connect to the server from the server or the terminal.

What does :

TNS-12560: TNS:protocol adapter error
TNS-00530: Protocol adapter error

mean?
