Forgive me for being a "Johnny-come-lately", as you probably already have the solution you want. If I understand your client's needs, I solved a similar request by creating a table with the values required and set the ComboBox RowSourceType to "6-fields" and the RowSource to the Field name. Only values in the table are valid choices.
