I'm no expert, but my experience with HTML is that it's very difficult to say where things will show up precisely. That's because you don't know what size screen, etc. that the document will ultimately be displayed upon.

I use HTML tables when I want things to line up properly, but even that changes depending upon other factors.

If you're looking for precision placement you'll need a word processing document or a PDF file.
