I may have solved the problem.
Microsoft assured me that IIS does ship with all versions of Windows 2000, even OEM versions.
I finally found a patient tech support rep at IBM. He loaded their OEM version of Windows 2000 Professional onto the same model of notebook as I have and was able to install IIS with no problem. We determined that the only difference between our versions of Win2K was that I had installed Service Pack 1. When I uninstalled SP1, I was able to install IIS successfully.
The catch is that I haven't had time to try to re-install SP1. I wonder what will happen when I do.
