I see. I was talking about shortcut to the dos program. It has the same properties as in Win98. Try following: Create batch file, say mycmd.bat and put shorcut to it on your desktop
REM mycmd.bat
Call mybatchfile.bat
cmd
Now run command prompt from this shortcut.

There is another way:
- Create shortcut to any DOS program. It's properties dailog box should look the same as under Win98.
- Replace command line with C:\WINNT\system32\cmd.EXE
- Change name and Start In to your liking
- Fill Batch File field
