My guess would be that that this is not VFP. The code is too common for it to have gone unnoticed for so long. I think you will find this to be the network itself not reporting/registering the existence of the file fast enough...I am assuming that the Copy To is to a network drive? If it is then I suggest to write a simple program on the PC with the problem to test for local file creation errors in order to eliminate the PC itself.
