IIS was turned off and could not be turned on. That explained the inability to access my web site. I asked the programmer who sits in the cubical next to me to take a look. He said he just had a similar problem with his server and had called our IT department who supplied anti virus software. I applied the software and all is well.

CodeRed works on Port 80, so I don't think a firewall would stop it.
