Try right clicking the file (MSVCR70.DLL) in the Windows Explorer and look at the properties. The version tab should tell you exactly what it is (even though I agree that it sounds like a VC run-time).

I'd also look at the Dependency Walker for the application, just to be sure.

I don't have 7.0 (yet), but I do have beta 1. I'll take a look and see if either of the above tells me anything.
