I have run into the same problem. I haven't nailed it down, but I think it's related to including the VFP ODBC and/or OLE-DB drivers in the InstallShield build package.
In InstallShield, I checked that file, MSVCR70.DLL, to be included in my setup package. Subsequent setups worked fine. File size is between 300-400k, so including it was not a huge bloat. I'm certain it's a C++ library file, but I don't know why it's required.
