I then preview the report and it still appears (and prints) as an 8 1/2 x 11 sheet (printing on continuous checks) When I then check the settings, they have reverted to the default width of 100 and length of 50.

Don't change the paper size on the report designer. Change it directly in the printer driver's properties sheet. When you change the paper size in the VFP's report designer the changes are only temporal.
