I got this message when I tried to create a database with the same name (I have set safety off). Then I tried to delete files from Windows Explorer and got file access is denied. After bunch of e-mails involving our Network Administrator and few other people, we found, who locked it. Unfortunately, the same name was used for two computers. Anyway, rebooting workstation with the same name did the trick. However, I had the same situations couple of times in the last few months, so I'd like to have a general and simple control from my workstation.
If it's not broken, fix it until it is.
