Looks that way.
We were interested in it until this. We don't mind paying more for a development DLL, but have to pay $300 a seat for other staff members to run the exes we develop is unacceptable. They could have had from $1,800 to $4,500 for developer licenses and say $25-$50 per seat for a runtime (another $5,000), but they won't see a penny now. They must have too high a license fee from Adobe to lower their prices.
