From the top down:
1) DBC/DBF missing -- if you also create or utilize some type of active data dictionary, you could create these "on the fly" if they were missing, but there would be no data in anything that was created.
2) DCX/CDX missing -- check out Stonefield Database Toolkit's repair and reindexing capabilities.
3) DCT/FPT missing -- same as #2.
