Don't forget, "countries" are not responsible for these acts of terror, individuals within the countries are. Making a country suffer, makes the innocent civilians in the country suffer, not the responsible individuals, you only have to look at Iraq to see that. With the on going attacks on the country, it is the people suffering, not Saddam Hussein.

Just maybe, the terrorists were of the same opinion - some Americans (ie the government & armed forces) have made us suffer, let's hold their country responsible & treat them sternly.
