Actually, a dictator will invent enemies, or create them, because of the well known fact that if a country is in the war, the people will support whichever leader is currently in charge. Bombing Yugoslavia has bought Milosevic more than a year - without it, he would have been done by the end of 1999.

This sort of logic was afoot for several years before this. Luckily, it was not applied each time. I remember some terrorist groups which were acting against former Yugoslavia were trained in Germany and Austria, most probably with blessings of their secret services, if not governments, and nobody ever thought of attacking these countries for this, even though these terrorists were caught after planting a bomb in a movie theatre (exploded, several dead and maimed), or trying to approach a tourist resort area fully armed (no civil casualties), or taking a commercial airplane down by a planted bomb (one stewardess survived a 10 km fall) etc.
