Go the properties of the Lan Connection, either using Network Neighborhood or via the control panel. In Win2k there is a button called 'Configure', found on the top of the very first tab frame, or in Win95/Win95 you'll see the adapter within the components list. Either click this button or double-click the item in the component list.

Depending on the NIC, you'll see a tab called 'Advanced', and within this you'll see a listbox containing several configurable parameters for the NIC. One will be called 'Link Speed', or words to that effect. You can change this from Auto-Detect, to 10Mb; this will throttle the bandwith. Don't forget to change this back after your tests or you'll be on tortoise speed.
