Hi Robert,
Not sure if this is it, but I've seen the same kind of problem on a machine that has two power supply connections on the motherboard (AT and ATX) (2 connectors vs. one) with an AT power supply.
Apparently in the bios, the fact that Win98/SE is installed makes it think there's a ATX power supply also, so the machine thinks that it's shutting down. Since there no sensor in the AT power supply and the power doesn't go off, the system tries to restart.
First solution is obvious; replace the the AT power supply with an ATX.
Second solution ?: look for updated bios and replace. That should work. No guarantees.
