I was thinking that the network card was working properly as I can run nwadmin, groupwise or any executable instantly but the program that connects to the database opens terribly slowly and any mail merged Microsoft word documents also open slowly as it has to retrieve records from the Access database. Anything else that I run from on the server opens very quickly. The vb program is large and so previous programmers used dsn and .udl files and I mostly use Jet 4.0 for connections to the database.

I was thinking along the lines of the card setup for 10 instead of 100 Mbps (or whatever that rate is, I'm not a network guy). If it was related to the ODBC driver maybe you have a different version running for this PC. Check on that and also on the MDAC version.
