you might try looking at

are you starting the VFP data, converting it html and then pdf files.?
why that interm step.? Personally I would use the report writer, and sent the output of the report writer to adobe and let it write it directly.
There is also a newsgroup dedicated to pdf files and the formatting.
called comp.text.pdf try your news server to see if they carry it.
I think there is an option using adobe writer/acrobat, which can put page numbers in their output.
