Sure, it is more convenient when UT knows itself who do you want to send message to. :) But if it does not, then you have to find the user anyway. After the user is found there is a "Send the Private Message" link. My understanding is that the proposed toolbar link to Send the Private Message would not really shorten this process as you still need to find the user.
