You may already have gotten a good answer, but my initial idea is this:

Create a batch file with the required commands.

Then, use the Windows 'Settings' feature, and use the browse feature to
locate the batch file, and make sure that you select 'Desktop', not folder as destination. Windows will tjhen create the appropriate .LNK file and put an appropriate icon on the desktop.

Right clicking on the icom will let you access 'properties', where under 'program', yo may chose to change the icon to whatever suitbale icon you might have available.
