I seem to recall, in Outlook at least there's an option buried deep somewhere telling it to "check if Outlook is the default mail client at startup". By default this is on. I think OE does this by default, as well. So, unless you've changed these settings you should just need to manually start up your mail client (by itself, not through IE).
