Well, yes and no.

If such a decision was in my hands, releasing a new version would definitely be based on return-on-investment. It's just logical - why would I spend money and resources in a product that doesn't bring revenue?

OTOH, MS gives MSDE away for free, not to mention IE; the free product that has cost MS more than any other product ever (imo), both in money and grief.
