David,
I've encountered that problem on the machine where I have ZipMagic installed and active. I've learned to turn ZipMagic off when installing things.
ZipMagic is a product that lets .zip file look just like regular files on the system - you can use regular old Explorer to do most anything without unzipping first.
You may have something similar operating.
