Just plain logic. If Lindows will be an OS, why would you need a license for another OS that you are not using? You would still need it for Office, of course, but then it doesn't say anywhere that you have to buy Windows to run Office, right? That would be called bound merchandise (or whatever would the term be) and I don't think that's legal. You can still buy Office just to keep it on the shelf, or to use the CDs as fancy mirrors. It does say it "needs Windows to run", but it probably doesn't say "you must buy Windows to run this". Though, I wouldn't be surprised if it would say so once.
