Actually, that won't stop the error message from happening as VFP will attempt to open the resource file before turning it off. IMO, the best solution is to put RESOURCE=OFF in the CONFIG.FPW as this will prohibit the resource file from even being created or opened if it does exist. As another option, Todd could delete the existing FOXUSER.* files and let them be recreated.
