There is a way Citrix/Metaframe/TerminalServer/WhatsItsNameThisWeek folks solve this. They basically run everyone's exe under a different shortcut, where they point the temp directory to a different place (the server creates this at login) and the resource file to a local copy created for each user.

What you could do is to create a loader which will check the local drive(s), prepare the config.fpw (under a different name, like config.peter.fpw, config.joe.fpw etc) and then run the actual main app via Api_AppRun or just the Run command, with a proper -c[path to this new config.fpw] command line switch. The loader would then just quit. IOW, if you can't do it inside the main app, you can do it one step before it.
