I have created several web systems for the Navy here and the one thing I do not add is eye-candy. I believe that the sight should be functional first and formost. A site that is pretty looking or graphically beautiful is added bagage that low speed users do not need.

I can feel for you all with low speed lines. My town in Indiana is governed by Ameritech. I am on one side of town and get 50.0 connection speed, but my church on the other side of town (3 miles away) can get only 26.8. Ameritech's response is that we are only mandated to provide voice connection not speed connection for our lines.
