Hi, Tony.
I only know a little. Try to run the following command:
c:\Windows\system\regsvr32.exe MsMask32.ocx
Regsvr32 is a tool to registry an ocx.
On FTPsearch, MsMask32.ocx is one sysfile of Win98 Reskit.
Maybe the formal way to do is installing the Reskit. :)
