I didn't have any inside info from Bill. I was just speculating about what I thought he might do, or what I'd do if I were him.

Your idea could happen if the playing field were level. But, even though Linux as a server or workstation is more stable and MUCH more secure than WinXX, it is not secure enough, IMO, to warrant risking data on internet servers, to be accessed by browsers or dedicated applications. I don't think any OS is currently suitable for that task. The only way WinNT 3.5 got C2 certification was by not having a floppy and not being connected to a network, rendering the box somewhat useless, but relatively secure if one kept the door to the room housing the PC locked and guarded, and assuming a black hat couldn't simply take a hammer to a wall and break in.
