Are you using Word 97 to create the RTF file ? If so, Microsoft made changes to the RTF format for this release.

The latest version of Help Workshop can deal with Word 97. It is available at:

ftp://ftp.microsoft.com/softlib/mslfiles/hcwsetup.exe
