H0, though it is never actually used in an HTML document, is a higher level than H1.

I just tested again - with the sample CSS sheet I provided, both IE6 and Opera 5.12 show H1 headers as red.

Taking out the line:
H0 {}
makes both browsers ignore the definition for H1, and show the title in default black!

Now, while I don't have any specific references on the Web, this is exactly what my textbook on HTML stated that would happen. If it weren't for the tip, I would still be scratching my head.

Please note that I am not using in-line style; I am connecting to an external style-sheet.

Searching on HTML, CSS, etc., is difficult; it seems that every HTML document contains the text "HTML", for instance!
