I disagree. If you need the CONFIG.FPW to be shipped with your application, you should include it with the distribution, but not include it in the project. It's impossible to make changes on the fly if you need to. I've had times when customers needed to have it tweaked to fix problems in their particular environment. Having this as a separate file made this possible.
