Since you are there, you know the particulars of the case. But in general there can be reasons not necessarily of one's "own fault" that keep them back.
Things like very important systems (as Steve said, often the older systems) that are always under pressures for revision or simply were designed in the days when high manual intervention is not unusual. Things like such systems combined with earlier staff cuts that precluded any chance to keep abreast of technology. Things like a personality conflict with the manager. Things like the management scrimping on training/conference/course costs. Any number of things out of a person's direct control.
